That's an interesting way to look at the Draco issue--I think that, without the epilogue, it would be easy to imagine Draco becoming part of the group, maybe trying really hard to atone, but he doesn't--he just sort of... separates from the whole thing. Having him physically separate and start an entirely different new life works well in getting him from point A to point B.
